Do I need an Apple Developer account?
Yes. Your app is published under your own account, so you're always the publisher. Apple charges $99 a year for the Apple Developer Program. Read more about do i need an apple developer account
What does it cost?

Will Apple accept my app?
Nobody can promise that, but native features such as push notifications and a tab bar help a lot. If Apple rejects your app, the build that fixes it is free. Read more about will apple accept my app
My site doesn't show in the preview. Is that a problem?
Some websites don't allow being shown inside other websites, so the preview shows a summary card instead. Your real app loads your site directly and isn't affected. Read more about my site doesn't show in the preview. is that a problem
What happens to my app if I leave?
